Announcemnet No. 126/ 2026 - Responsibility for the Structural Safety of Buildings Lies with Property Owners

The District Local Government Organization of Limassol, in light of the public discussion regarding dangerous buildings and the understandable concern caused within society, wishes to reiterate clearly that the responsibility for the safety, maintenance, and structural adequacy of every building, lies primarily and exclusively with its owners and, where applicable, with the management committees of jointly owned buildings.

Monitoring the condition of a building and taking, in a timely manner, all necessary measures for its inspection, maintenance, repair, and restoration is not a matter of choice, but a legal obligation directly linked to the protection of human life and public safety.

The role of EOA Lemesos is specific and defined by legislation. The Organisation is not responsible for the continuous inspection or certification of the condition of every privately owned building, nor does it replace the obligation of owners to ensure that their properties are maintained in a safe and structurally adequate condition.

Particular attention should be paid to older buildings or those exhibiting visible signs of deterioration, such as cracking, detachment of plaster or concrete elements, exposed reinforcement, dampness, corrosion, deformation, subsidence, or other indications that may suggest a deterioration in their structural condition.

All owners and management committees are urged, without delay, to arrange inspections by competent and qualified professionals registered in the relevant ETEK Register of Members, and, where required, by companies registered in the ETEK Register of Consultancy Firms.

Whenever a safety risk is identified, owners are required to take immediate action in order to eliminate the danger and protect occupants, users of the building, and passers-by, as well as to comply with the instructions of the competent authority.

EOA Lemesos will continue to exercise its responsibilities with diligence and rigour, proceeding, wherever required by legislation, with the adoption of all necessary measures for the protection of public safety.
