The primary mission of the Licensing Directorate of the Limassol District Local Government Organisation (EOA Lemesos) is urban planning control and the implementation of development plans covering the entire city and district of Limassol. This oversight and development guidance primarily aim to realise the objectives of the Development Plans, as outlined in the published Limassol Local Plan, the Limassol Centre Area Plan, the British Bases Policy Statement, and the Rural Policy Statement.
Development control is primarily achieved through the review process of urban planning applications, which is regulated by the Town and Country Planning Law 90/72, along with subsequent amendments and the relevant Regulations issued under this Law. Specifically, control is exercised based on Article 26 of the Law, considering the provisions of the applicable Development Plan and any other relevant factors. Additionally, this control includes preventive and enforcement measures to deter unauthorised developments and potential violations of legal provisions, ensuring urban planning compliance.
Development guidance is achieved through the decisions of the Planning Authority, the conditions imposed on planning and building permits, the reasons for permit refusals, the review of preliminary inquiries, and the continuous provision of information (electronically, in print, and verbally) by officials of the Planning and Building Authority.
The evaluation of planning applications considers various urban planning objectives, such as the concentration of similar land uses or the separation of incompatible ones, ensuring residents' comfort, protecting environmentally sensitive areas, and creating suitable conditions for housing, employment, and recreation. Regarding building control, it ensures the structural integrity and overall construction quality of buildings, addressing broader aspects of safety and health.
Based on the above, the Licensing Directorate aims to become an efficient and flexible regulatory body, promoting sustainable development while prioritising public interest, equality, and legality in serving citizens.
