Yiannis Tsouloftas – EOA Lemesos President

Yiannis Tsouloftas was born in Limassol. He is a graduate of Lanitio High School. He served his military duty as an officer in the Special Forces. He holds five university degrees from universities in Germany, England, the United States, and Cyprus.

He debuted his professional career as a Project Engineer in a multinational company in Britain, where he was involved in major energy infrastructure projects. He later joined the Electricity Authority of Cyprus (EAC), where he served in various key positions. He was a member of the National Negotiation Team for the development of Natural Gas Infrastructure, a member of the Energy Crisis Management Team in the summer of 2011, and the spokesperson for the EAC.

He was also actively involved in EAC's major development projects. He served as a visiting professor in the MBA Postgraduate Programme of the Cyprus International Institute of Management (University of Limassol). He has been a speaker at international conferences and has published dozens of articles on development, energy, water resources, and the management of public organisations.

From 2015 to 2020, he was the General Manager of a private company. In 2020, he was appointed General Manager of the Sewerage Board of Limassol-Amathus (SBLA), and in 2024, he was elected President of the Limassol District Local Government Organisation (EOA Lemesos).

He is an active Limassolian with a strong social and cultural presence in the city. He serves as Vice President of the Board of Directors of ETHAL and President of the Board of Directors of the Friends of the Cyprus University of Technology (TEPAK) Association. He is consistently and actively present in every small and significant moment of our city and district, with the noble aim of serving Limassol! He envisions and strives to shape a modern Limassol District Local Government Organisation that prioritises social responsibility, sustainable development, and environmental consciousness—an institution that every Limassolian can take pride in!

Socrates Metaxas – General Manager

Socrates Metaxas graduated from Lanitio High School in 1982. After completing his military service, he attended the London School of Economics and Political Science, obtaining a degree in Economics in 1987 with a specialisation in Industry & Commerce. In 1988, he earned a Master’s degree in Business Administration (MBA) from City University Business School in London. Between 1988 and 1992, he worked at an audit firm in London, where he qualified as a Chartered Accountant. From 1993 until the end of June 2024, he served at the Water Board of Lemesos (WBL), initially as Head of Financial Services, and from 2007 as the WBL’s Manager. Following the local government reform, on 1 July 2024, he was appointed Acting Managing Director of the Limassol District Local Government Organisation (EOA Lemesos).

Ioanna Christou – Financial Director

Ioanna Christou Panayiotou studied Economics at Queen Mary College, University of London, and is a member of the Institute of Certified Public Accountants of Cyprus (ICPAC) as well as the Association of Chartered Certified Accountants (FCCA). She worked for 14 years at the audit firm PricewaterhouseCoopers, advancing to the position of Senior Manager. From January 2002 to June 2024, she served as Director of Financial Services at the Sewerage Board of Limassol-Amathus (SBLA). Following the local government reform, on 1 July 2024, she assumed the role of Acting Financial Director at EOA Lemesos.

Michalis Vryonides – Director of Technical Services

Michalis Vryonides holds a BSc in Civil Engineering from the University of Southern California. From 1986 to 2001, he worked for various companies, including J&P Overseas, Timvios Bros, Antony Loizou and Associates, Lardis and Partners, P. Charakis Ltd, Louis Berger and Jordanou. From 2001 to 2018, he worked at the Sewerage Board of Limassol-Amathus (SBLA) as an Executive Engineer, where he was later promoted to Director of Technical Services. Following the local government reform, on 1 July 2024, he assumed the role of Acting Director of Technical Services at EOA Lemesos.

Iraklis Achniotis – Acting Director of the Licensing Directorate

Iraklis Achniotis graduated from Kykkos A’ High School and, after completing his military service, he studied at the School of Engineering of the Aristotle University of Thessaloniki, where he obtained a degree and a postgraduate qualification in Architecture and Engineering.

He worked as an Architect in the private sector in Thessaloniki and Limassol. He holds a Master of Applied Science (MASc) in Building Engineering from Concordia University in Canada, as well as a Master of Planning Practice (MPlanPrac) from the University of Auckland in New Zealand. Additionally, he holds a Master’s in Public Sector Management (MPSM) from CIIM.

He is a Senior Town Planning Officer at the Department of Town Planning and Housing. As of 1 July 2024, he has been seconded to the Limassol District Local Government Organisation, serving as the Acting Director of the Development Licensing Directorate.
