Technical matters

How can I be sure that the drinking water I consume is of good quality?

The quality of drinking water in Limassol meets the strict European Union standards for potable water. Regular water quality checks are carried out at all water supply sources and at various points within the distribution network by the Health Services of the Ministry of Health and the State General Laboratory. In addition, further water quality testing is conducted through services provided by a private laboratory.

What procedure is required in order to install a water meter in premises being constructed on a field?

For water supply to the premises, the Application for Water Supply – EOA Lemesos must be completed. The following documents must be attached to the application:

  1. Building permit for the premises
  2. Survey plan of the building permit
  3. Ground floor plan
  4. Floor plan (for apartment buildings)
  5. Title deed
  6. Copy of the company registration certificate (if the owner is a company)
  7. Copy of the identity card of the applicant or authorised person
  8. Certified authorisation if the application is submitted by a proxy.

The cost for the installation of a new water meter for premises being constructed on a field will include the following charges, in accordance with the EOA Lemesos Regulations:

  • Deposit for bill payments (currently €50 for owners)
  • Water meter installation cost (currently €210)
  • Building area charges if premises exceed 450 m² (calculated based on the building permit)
  • Water supply charges for plots (calculated based on the parcel area)
  • Contribution towards the extension of the main water supply network (as determined by the conditions attached to the building permit for road or pavement construction)

The final cost will be calculated after the application has been submitted, and the owner will be informed accordingly by the Organisation in writing. The applicable fees must be paid before the water meter is installed.

What procedure is required in order to install a water meter in premises being constructed on a plot?

For water supply to a newly constructed floor on an existing building, the Application for Water Supply – EOA Lemesos must be completed. The following documents must be attached to the application:

  1. Building permit for the proposed premises
  2. Building permit(s) for the existing building(s)
  3. Water bills for the existing water meters
  4. Survey plan of the building permit
  5. Ground floor plan
  6. Floor plan (for apartment buildings)
  7. Title deed
  8. Copy of the company registration certificate (if the owner is a company)
  9. Copy of the identity card of the applicant or authorised person
  10. Certified authorisation if the application is submitted by a proxy.

I have old auxiliary units and would like to install a second water meter. What documents are required?

Water supply to older auxiliary units may be approved, provided they are independent of the main residence and occupied by a separate household. For water supply, the Application for Water Supply – EOA Lemesos must be completed, and the following documents must be attached:

  1. Building permit of the main residence
  2. Building permit of the auxiliary units (if available)
  3. Title deed
  4. Water bills of the existing water meters
  5. Survey plan
I have closed off my semi-basement and would like to install a second water meter. What documents are required in order to submit an application?

You may submit an application provided that the semi-basement was constructed under a building permit and the average water consumption for the past year exceeds 120 cubic metres. In addition, the semi-basement must be independent and occupied by a separate household. For water supply, the Application for Water Supply – EOA Lemesos must be submitted, and the following documents must be attached:

  1. Building permit of the residence
  2. Survey plan of the building permit
  3. Ground floor plan
  4. Title deed
  5. Copy of the company registration certificate (if the owner is a company)
  6. Copy of the identity card of the applicant or authorised person
  7. Certified authorisation if the application is submitted by a proxy.
What procedure is required for water supply to a Turkish Cypriot property / parcel?

For water supply to a Turkish Cypriot property or parcel, the Application for Water Supply – EOA Lemesos must be completed, and the following documents must be attached:

  1. Survey plan
  2. Contract with the Service for the Care and Rehabilitation of Displaced Persons
  3. Renewal of the contract if it has expired (issued by the Service for the Care and Rehabilitation of Displaced Persons)
What procedure must be followed for the installation of a water supply network in plot subdivisions?

Any person applying to EOA Lemesos for the water supply of land to be subdivided into plots must submit the Application for Installation of a Water Supply System in Plot Subdivisions – EOA Lemesos, together with the following documents:

  • Subdivision permit (renewed)
  • Survey plan at a scale of 1:5000
  • Survey plan at a scale of 1:1000
  • Official list indicating the areas of the plots
  • Title deed
  • Copy of the identity card of the applicant or authorised person
  • Certified authorisation if the application is submitted by a proxy.

If the parcel for which the application is submitted belongs to more than one owner, a power of attorney signed by all the owners of the land to be subdivided into plots must be submitted, duly certified by a certifying officer.

The application must be submitted in the name of one of the owners.

Water Supply Emergencies / Faults

What should I do if:

i. There is a water supply interruption at my premises.
ii. I have identified a water leak in the network (before the meter – road, pavement).
iii. I have identified a water leak within my premises (after the meter – inside the property; contact your plumber and close the shut-off valve located after the meter).
iv. I have identified a water quality problem (impurities/turbidity in water).
v. I observe water wastage.
vi. There is low or high water pressure at my premises.
vii. The water meter at my premises is broken or not functioning.
viii. I have noticed an unusual smell in the water.
ix. I have noticed an unusual taste in the water.

I have a building permit for an agricultural storage building. Can I install a water meter?

EOA Lemesos does not install water meters for agricultural storage buildings. The Policy Statement for the countryside provides that in agricultural zones, water supply for irrigation or secondary uses (such as a shower in the storage building) may be provided through private boreholes or local irrigation networks, rather than through the public drinking water supply network.

I would like to apply for the relocation of my water meter. What is the procedure?

You may submit a request for the relocation of your water meter by sending an email to info@eoalemesos.org.cy or by contacting us through the contact form available on our website at the following link: https://eoalemesos.org.cy/el/contact-form.

In your request, please include your contact details (name, address, telephone number, and email), the number of water meters you wish to relocate, and your consumer number.

Subsequently, a competent technician from EOA Lemesos will contact you to arrange an on-site meeting and indicate the works required for the relocation of the water meter. If the relocation is feasible and complies with the EOA Lemesos Regulations, the relocation may be carried out once the relocation costs have been paid in advance to the Organisation. The relocation cost will be calculated, and the Organisation will notify you in writing.

General matters

I have identified a fault in the plumbing installation of my premises, and the meter is recording water consumption. Can the Organisation arrange for a technician to repair the fault?

EOA Lemesos is responsible for the water supply network, including the main pipelines and service connections, up to the point where the meter of each premises is located. Beyond the meter, responsibility for the internal pipework rests with the owner of the premises.

In apartment buildings where a central meter has been installed, EOA Lemesos is responsible up to and including the central meter. Beyond the central meter, responsibility lies with the building’s management committee.

What should I do to avoid water supply disconnection if I forget to pay my bill?

After the bill’s due date, the Organisation may proceed with the disconnection of the water supply without further notice. For information on the available methods of payment, please click here.

I am a registered consumer and wish to disconnect the water supply to my premises. What should I do?

Provided that you are the registered consumer of the premises, you may request the disconnection of the water supply by completing the Application for Disconnection by Company / Owner or Tenant – EOA Lemesos.

Note: A consumer may request the disconnection of the water supply either because they will be leaving the premises or because they no longer wish the premises to be supplied with water.

A final bill will be issued based on the water meter reading, showing the total amount due to EOA Lemesos up to the date on which the water supply is disconnected. If you have a deposit registered in your name, the final bill will be settled from that amount. If, however, the final bill is lower than the deposit amount, the remaining balance will be refunded to you within two weeks. Conversely, if the final bill exceeds the amount of your deposit, the difference must be paid before the water supply is disconnected.

The four-month billing period has not yet ended, but I would like to know my current water bill. What should I do?

In order for EOA Lemesos to calculate the charge, you will need to send the meter reading through the contact form (Contact Form – EOA Lemesos) by taking a photo of the water meter using your mobile phone or camera, ensuring that both the meter number and the cubic metre reading are clearly visible. If this is not possible, an authorised employee of EOA Lemesos may visit the premises to record the water meter reading. The completion of this process may take up to two working days.

What should I do to have my water meter reconnected?

To reconnect the water meter, you must complete the Application for Reconnection for the specific disconnected water meter. Additionally, a fee of €35 must be paid for reconnection costs, as well as a deposit amount or the completion of the required amount depending on the case:

  • €250 in the case of a tenant, or
  • €50 in the case of an owner

If you are the owner, you must also attach a title deed or a sale agreement document.

If you are representing a company, you must attach:

  • copies of the company’s registration / directors certificates,
  • an authorization letter from the company director.

If you are a tenant, you need to attach your rental agreement.

If you are a tenant but the meter will remain registered in the owner’s name, then you must attach a certified owner’s consent form, which you can find in the “Forms for Printing” section (https://eoalemesos.org.cy/el/connection-form), as well as a copy of the title deed.

In all cases, it is necessary to attach a photo of the water meter for which you are submitting your request.

In any case, if there is an outstanding balance on the account, it must be settled before proceeding.

What do I need to do in order to transfer the water meter into my name?

To transfer the water meter, you must complete the Transfer Application (Application for Transfer from a Company / from an Individual – EOA Limassol). A deposit must be paid:

  • €50 in the case of an owner, or
  • €250 in the case of a tenant

Additionally, any outstanding balance must be settled.

If you are the owner, you must attach a title deed or a sale agreement document.

If you are representing a company, you must attach:

  • copies of the company’s registration / directors certificates,
  • an authorization letter from the company director.

If you are a tenant, you need to attach your rental agreement.

In all cases, it is necessary to attach a photo of the water meter for which you are submitting your request.

If you are neither the owner nor the tenant but are requesting the transfer of the water meter into your name, you must attach a certified owner’s consent form, which you can find in the “Forms for Printing” section (https://eoalemesos.org.cy/el/connection-forms), as well as a copy of the title deed. In this case, a deposit of €250 is required.

I dispute the accuracy of the water meter reading and request that it be checked. What procedure will be followed?

You have the right to request an accuracy test of the water meter. To initiate the procedure, you must pay a testing fee of €35 at the EOA Lemesos cashier’s office.

I. If, following the test, it is established that the water meter was not recording accurately, a new water meter will be installed, and the relevant charge will be revised based on the corresponding period of the previous year. The €35 testing fee will then be refunded to you.

II. If, however, it is established that the water meter was recording correctly, the same water meter will be reinstalled, and the amount of €35 will not be refunded.

It should be noted that, during the period in which the accuracy test of the water meter is carried out, the water supply to the premises will continue without interruption.

Who is eligible for inclusion in the Industrial Category?

Eligible for inclusion in the Industrial Category are industries, hotels, tourist accommodation establishments, shops, restaurants, schools, hospitals, clinics, offices and other premises where water is used for the conduct of the occupant’s business or activities.

How can I qualify for the special tariff for large families?

Please complete the Application for Inclusion in the Large Families Category – EOA Lemesos and attach a copy of a valid large-family card issued by the Pancyprian Organisation of Large Families (POP). Beneficiaries are families with four or more children up to the age of 22.

Can I receive my water bill by email?

Please complete the application Online Billing and Payment – EOA Lemesos and provide your email address in order to receive your bill electronically.

My property will be transferred. What do I need to do to obtain a certificate for the Lands and Surveys Office?

To obtain a certificate for the purposes of transferring the property/title deed, you must complete Application No. 5 (Water Supply – Consumers), Application for Issuance of Certificates for Lands and Surveys Purposes by Company / Natural Person (Water Supply) – EOA Lemesos, and Application No. 3 (Sewerage – Registered Owner), Application for Issuance of Certificates for Lands and Surveys Purposes by Company / Natural Person (Sewerage) – EOA Lemesos, available on the Organisation’s website. You will then be informed of the amount payable and, once the payment has been completed, the two certificates will be sent to you electronically.

My bill shows excessive consumption / I have identified a water leak at my premises. What should I do?

If you have identified a water leak at your premises, you should repair the fault immediately. If the total consumption for the billing period, as shown on your bill, exceeds 120 cubic metres, you may apply for a bill review by completing the Application for Revision of Water Bill due to Water Leak – EOA Lemesos.

Smart Meters

What is a smart water meter?

A smart water meter is a conventional water meter equipped with an integrated communication module that records hourly water consumption and transmits data to EOA Lemesos every 12 hours.

Why are smart water meters being installed? What are their benefits?

• Early detection of leaks
• Reduction of water wastage
• Improved management of the water supply network
• Faster and more efficient technical support
• Reduction of human error and manual meter readings
• More accurate consumption measurements
• Elimination of the need for on-site meter reading

What data are collected, and how often are they transmitted?

Consumption readings are recorded every hour, and the data are transmitted twice per day, every 12 hours. Through the smart meter platform and algorithms, various alerts may be generated, such as unusual or continuous flow, faulty meter, etc.

Why was my water meter not replaced?

In some cases, replacement is not possible due to technical difficulties identified on site or because free access to the meter was not available. In such instances, the meter remains pending replacement, and a new visit will be scheduled.

For further information, you may contact the Organisation through the contact form or by telephone at 25 271000, or alternatively, contact the contractor company at 97 663432, so that the exact reason why the replacement did not take place can be checked. For your convenience, please have your consumer number, meter number, and address available to facilitate the enquiry.

When will replacements take place in the remaining areas?

At this stage, the current contract is being implemented, under which replacements are being carried out in the areas shown in purple on the map below.

Additional tenders are being prepared, with the strategic objective of replacing all water meters within the jurisdiction of EOA Lemesos.

 

Can I view my meter data?

There is currently no online portal available. The water bill only shows the previous and the latest meter reading.

However, EOA Lemesos is currently preparing an application that will enable users to view their meter data and additional information.

If, for any reason, you need to access your meter data, you may contact the Organisation to arrange an appointment to review the data at our offices with an Officer of the Organisation.

Is the installation of a smart water meter mandatory?

Yes. The installation of smart water meters is part of the modernisation of the water supply network by EOA Lemesos and is implemented for all consumers as part of the project’s implementation.

Will I have to pay for the installation?

No. The replacement and installation of the smart water meter are carried out as part of the water network modernisation project implemented by EOA Lemesos, and no charge is applied to the consumer.

The water meter is the property of EOA Lemesos. However, as it is installed on the property's premises, it is recommended that it be adequately protected. In cases of repeated damage resulting from negligence, interference, or insufficient protection, the replacement cost may be charged to the consumer, in accordance with the applicable regulations.

My water meter is damaged and not working. What should I do?

Please inform EOA Lemesos immediately via the official communication channels so that the incident can be recorded and a technical inspection can be scheduled.

The water meter is the property of EOA Lemesos, and its replacement is carried out by authorised personnel. If the damage is found to have resulted from external interference or improper use, the cost may be charged to the consumer, in accordance with the Organisation’s regulations.

Will my bill increase?

No, not as a result of the smart water meter installation. The new meter records actual water consumption with greater accuracy, and the bill is issued based on actual meter readings.

What happens in case of a fault?

EOA Lemesos monitors the operation of the water meters and, in the event of a technical issue, will carry out the necessary inspection or replacement.

Do smart water meters require electricity?

No. Smart water meters operate using a long-life integrated battery.

How is the meter read?

The meter reading is transmitted automatically to the EOA Lemesos system via secure wireless communication.

Does it emit radiation? Is it safe?

The emission is low-power and periodic, in accordance with European safety standards.

Is my personal data secure?

Yes. Consumption data is protected and exclusively used for billing purposes and the management of the water supply network. The smart water meter does not store any personal data that could link the meter to the consumer.

How will I know if I have a leak?

The system can detect continuous water flow and notify you of a possible leak.

How long does the installation take?

The installation usually takes 15–30 minutes, with a short interruption to the water supply.

What is the replacement procedure?

A crew from the contractor (Newcytech Business Solutions Ltd) will visit the premises where your water meter is installed in order to carry out the replacement. The procedure is quick and safe and requires no action on your part, other than ensuring free access to the meter location.

What is the difference compared to the old meter?

The old water meter requires manual reading. The smart meter provides automatic, frequent, and more accurate measurements.

What happens if there is no signal in the area?

The readings are stored and transmitted once communication is restored.
