Technical matters

How can I make sure that the water I consume is of good quality?

Limassol's water quality meets the European Union's strict criteria for drinking water. Regular quality checks are conducted on all water supply sources and at various points within the network by the Health Services of the Ministry of Health and the State General Laboratory. Additionally, further quality control is performed by a private laboratory.

What is the procedure for installing a water meter in the house/apartment (property) I am constructing?

For water supply to the property, the following documents must be provided:

  • Building permit
  • Building permit survey plan
  • Ground floor plan
  • Floor plan (for multi-storey buildings)
  • Title deed
  • Copy of company registration certificate (for companies only)
  • Identification of the applicant or authorised person
  • Certified authorisation if the application is submitted by a proxy

The minimum cost for installing a new water meter, as determined by the Board, is currently €210 (for areas less than 450m²) and is payable along with the application before the installation of the water meter. (An additional security deposit of €50 applies for owners). However, the exact cost for installing a new water meter will be calculated after the application is submitted, and the Organisation will inform the owner accordingly.

What is the procedure for installing a water meter on a floor I am adding to an existing building?

For water supply to a floor being added to an existing building, the following documents must be provided:

  • Building permit (for the proposed property)
  • Building permit survey plan
  • Ground floor plan
  • Title deed
  • Building permit (for the existing building)
  • Water bill of the existing meter
  • Copy of company registration certificate (for companies only)
  • ID of the applicant or authorised person
  • Certified authorisation if the application is submitted by a proxy
I have old auxiliary units, and I need a second water meter. What documents are required?

Provided that the units are independent and a separate family resides in them, the following must be provided:

  • Title deed or
  • Building permit (if available)
I have converted my semi-basement, and I need a second water meter. What are the requirements for applying?

You can submit an application if the semi-basement was constructed with a building permit and the average consumption over the last year exceeds 120 cubic meters. Additionally, the semi-basement must be independent, housing a separate family.

What is the procedure for supplying water to a Turkish Cypriot property/parcel?

For water supply to a Turkish Cypriot property/parcel, the following documents must be provided:

  • Survey plan
  • Contract with the Turkish Cypriot Properties Service
  • Contract renewal (from the Turkish Cypriot Properties Service)
What is the procedure for supplying water for land development purposes or subdivision into plots?

Any person addressing the Water Board for water supply for land development purposes or subdivision into plots should submit the following documents along with their application:

    • Subdivision permit (renewed)
    • Survey plan at a scale of 1:5000
    • Survey plan at a scale of 1:1000
    • Official list with the areas of the plots
    • Title deed
    • ID of the applicant or authorised person
    • Certified authorisation if the application is submitted by a proxy

If the parcel in question belongs to more than one owner, a power of attorney signed by all landowners to be subdivided into plots, as well as by a certifying officer, must be submitted.

The application should be made in one name.

  1. Application for the issuance of certificates for cadastral purposes, for parcels not supplied with water by a company or a natural person

Emergencies/Faults

All the following incidents should be reported to 25271000 at any time:

  • No water supply
  • Leak in the network (before the meter – street, sidewalk)
  • Leak in the property (after the meter – inside the house; contact your plumber and turn off the valve after the meter)
  • Water quality issues (impurities/cloudy water)
  • Water wastage
  • Low/high water pressure
  • Broken water meter
  • Water odour
  • Water taste

Bill Payments – Payment Methods

Automatic bill payment via standing order

If a consumer wishes to enroll in the Automatic Bill Payment System, they must visit the Organisation's offices, providing an IBAN certificate issued by their bank, showing the beneficiary and their IBAN number. ID card or passport should also be presented. Consumers will receive statements of charges from time to time with a copy of their bill. Alternatively, they can complete the relevant application.

General matters

I have noticed a fault in the plumbing installation of my property, while the meter is recording water consumption. Can you send a competent person to repair the fault?

The EOA Lemesos is responsible for the water supply network, including the mains and service connections, up to the point where the water meter is located for each property. Beyond the meter, EOA Lemesos has no responsibility, and the property owner is responsible for the internal plumbing system.

In apartment buildings with a central meter, the EOA Lemesos's responsibility extends only up to the central meter. Beyond this point, the building's management committee is responsible for the water distribution within the property.

What should I do to avoid water supply disconnection in case I forget to pay my bill?

You must provide your mobile phone number and email address to be registered in the Consumer Department database. According to its Regulations, the Limassol District Local Government Organisation (EOA Lemesos) sends an SMS notification and an email reminder to the contact details provided after the bill’s due date. If the bill still remains unpaid after a specified period, the EOA Lemesos reserves the right to disconnect the water supply without further notice.

I am a registered consumer and wish to disconnect the water supply to my property. What should I do?

If you are a registered consumer of the property, you can request the disconnection of the water supply, provided that you first sign and submit the relevant form at the EOA Lemesos offices. Alternatively, you can send written instructions:

  • By post
  • By fax
  • By email

Note: A consumer may request the disconnection of the water supply either because they are vacating the property or because they no longer wish for the property to be supplied with water.

Based on the meter reading at the time of disconnection, a final bill is issued with the outstanding amount payable to the Limassol District Local Government Organisation (EOA Lemesos) up to the disconnection date. If you have a deposit on your account, it will be used to settle the final bill. If the final bill amount is lower than the deposit, the remaining balance will be refunded to you within two weeks. However, if the final bill amount exceeds your deposit, the difference must be paid before the water supply is disconnected.

I am aware that the four-month billing period has not yet ended, but I want to check my water bill today. What should I do?

To calculate the charge, you must provide the current meter reading by taking a clear photograph of the water meter using your mobile phone or a camera. The image should clearly display the meter's serial number and the cubic meter reading. If this is not feasible, an EOA Lemesos officer can visit the property to record the meter reading. This process may take up to two working days.

What should I do to have my water meter reconnected?

To reconnect a water meter, you must complete the Reconnection Application for the specific disconnected meter and pay a €35 reconnection fee along with the required account deposit or any necessary balance adjustment, as follows:

  • €250 for tenants or
  • €50 for property owners

If you are the property owner, you must also provide a title deed or sale agreement. If you are representing a company, you must submit:

  • Copies of the company registration and director certificates
  • The company seal
  • An authorisation from the company director if they are not visiting the EOA Lemesos offices in person.

In all cases, if there is an outstanding balance on the account, it must be fully settled before reconnection can proceed.

I dispute the accuracy of my water meter reading and request an inspection. What is the procedure to follow?

You have the right to request an accuracy check of your water meter. To do so, you must pay a €35 inspection fee at the EOA Lemesos cash office.

I. If the inspection confirms that the meter was not accurately recorded, a new water meter will be installed, and your bill will be adjusted based on the corresponding period of the previous year. In this case, the €35 fee paid for the inspection will be refunded.

II. However, if the inspection confirms that the meter has been recording correctly, the same meter will be reinstalled, and the €35 fee will not be refunded.

It is provided that, during the inspection process, the water supply to the property will remain uninterrupted.
