Sewerage – Financial matters

What should I do if I have not received my bill?

If you have not received a bill, please contact the Customer Service Department at +357 25271000 or visit our offices as soon as possible.

How do I update my contact details to receive the SBLA bills?

I do not have a smartphone – I cannot scan the QR code.

Visit the organisation’s website at www.eoalemesos.org.cy from your phone or computer, enter the account number shown in the upper right corner of the letter you received, and follow the on-screen instructions.

I have not received a letter / I have lost the letter that was sent.

Contact the EOA Lemesos at +357 25271000 to have your account number resent.


Can I update another customer's details from my phone?

Yes, provided that you have entered the mobile phone number and email of the customer who received the letter.


Can I register my own mobile phone and email to receive the bills of my elderly parents?

Yes, provided that this is done with their consent.


For what purposes will my email and mobile phone be used?

In addition to receiving account statements, you may also receive notifications via SMS or email regarding sewerage fee due dates, traffic regulations for public roadworks, connection orders, and other general updates.


I have completed the process with the QR code or through the EOA Lemesos website. Do I also need to send the form?

NO. The QR code process or the account number process through the website immediately updates the records.


I followed the QR code process / through the website, but I am unsure whether it was completed correctly. What should I do?

Repeat the process either by scanning the QR code or entering the account number on the website. If you received a confirmation message, this means the process was successfully completed. If you still have doubts, contact the EOA offices at +357 25271000 for verification.


I have updated my details. How can I change or correct my email or phone number after the registration?

You must contact the organisation’s offices at +357 25271000. A representative will correct your information.

How is the sewerage tax for wastewater and stormwater imposed?

There are two categories of fees:

(a) Sewerage and Stormwater Fees

As of 1 January 2022, sewerage and stormwater fees are imposed based on the estimated property value as at 1 January 2021, as determined by the Department of Lands and Surveys. For any questions or complaints regarding the estimated value of your property, you may contact the Limassol District Land Registry Office.

(b) System Usage Fees

A usage fee of €0.64 per cubic metre of water consumption is imposed on every property connected to and using the sewerage system. This fee is charged and collected together with the water bill.

Based on which legislation is the tax imposed?

Sewerage fees are imposed in accordance with the District Local Government Law 37(I)/2022, Article 33(1)(b), based on the general assessment value of the immovable property to which the fee applies. The 2024 fees were calculated based on the estimated property value as of 01/01/2021.

According to the Legislation, the Limassol District Local Government Organisation (EOA Lemesos) imposes sewerage fees based on the estimated property value, and these become payable upon the publication of a relevant notice in the Official Gazette of the Republic of Cyprus and in three daily newspapers. Additionally, the Organisation discloses announcements on all local radio stations and in the press, encouraging the public to proceed with the payment of the fees and advising those who have not received a bill to contact the Organisation's offices for further investigation.

If you disagree with the assessed value of your property as shown on your account statement, please contact the Limassol District Land Registry Office for further investigation.

What is the stormwater sewerage fee?

The stormwater sewerage fee is an annual fee charged based on the assessed property value for the construction and maintenance of stormwater drainage systems and flood protection projects. For 2024, the fee rate has been set at €0.086 per €1,000 of the assessed property value, based on 01/01/2021 valuation figures.

What is the wastewater sewerage fee?

The wastewater sewerage fee is an annual fee charged based on the estimated property value for the construction and maintenance of the central wastewater collection and treatment system. For the applicable coefficients, click here.

When should I pay my fees?

(a) Sewerage and Stormwater Fees

Every year, the organisation sets the final due date, which is published in three daily newspapers as well as in the Official Gazette of the Republic of Cyprus. Additionally, this piece of information is announced on local radio and television stations.

The final due date for sewerage fees for the year 2024 is 23 December 2024.

(b) System Usage Fees

System usage fees are payable together with water fees and are displayed on the water bill.

What are the consequences of delaying my payments?

According to Article 90 of the Law, failure to pay the fees for the current year within the prescribed due date stated on the bill will result in an additional charge of ten per cent (10%) on the outstanding amount. Fees from previous years are immediately payable, and the Organisation reserves the right to take legal action to recover unpaid amounts.

What should I do in case of a mailing address change?

You must contact +357 25271000 and provide your new address details or send an email to info@eoalemesos.org.cy.

Can I pay sewerage fees in instalments with a credit card

The Organisation allows payments to be made in instalments at its cash offices, provided that the total fees are settled before the final due date. Any surcharge for unpaid amounts will be applied only to the remaining outstanding balance.

Who is responsible for paying the sewerage fees?

The Organisation, in accordance with the applicable legislation, imposes wastewater sewerage fees and stormwater fees on all properties within its boundaries, based on the general estimated value of the properties, as determined by the Limassol District Land Registry Office (LDLRO). These fees are charged to the registered owners of each property title as at 1 January annually, based on the property records received from the LDLRO.

An immovable property means a house, flat, plot, field located within the Board’s boundaries.

The above annual fees are imposed to cover the total cost of constructing the sewerage and stormwater drainage infrastructure, as well as their maintenance costs, and not for each property or area separately.

It is noted that, under the Law, the Organisation has no authority to waive or reduce fees for any property or owner.

Connection with the Sewerage System

What is the procedure for connection with the Sewerage System?

Submit a "CONSTRUCTION APPLICATION" using the designated EOA Lemesos application form (Applications section). The application must be accompanied by the required supporting documents as specified in the form. A permit issuance and connection fee must be paid (minimum amount: €70).

Once the EOA Lemesos Technical Services have reviewed your application, you will receive a written notification regarding your permit approval.

Select a contractor to construct your sewerage system. It is recommended to obtain quotations from at least three contractors to secure the best possible price.

Notify EOA Lemesos in advance at +357 25271000 before the commencement of works to arrange an inspection appointment, ensuring that the necessary checks are carried out.

Obtain written consent from the Organisation for the connection of your sewerage system to the public sewer before proceeding with the connection (Green Card). Do not connect to the system without the Green Card.

How many connections is a parcel entitled to?

For every entire parcel, only one free connection is provided, regardless of whether there are multiple co-owners or buildings on the property. For any additional connections, the costs must be covered by the owners.

Prohibited waste in the Sewerage System

The following substances and materials must not be disposed of in the sewerage system:

  • Cooking oils and fats (used frying/cooking oils) and any type of cooking grease or fat.
  • Food waste (both ground* and unground), including solid pastry residues such as chocolate, creams, syrups, etc.
  • Hygiene products: Condoms, sanitary pads, diapers, cotton swabs, dental floss, cotton, wet wipes/baby wipes, disposable gloves, and single-use face masks.
  • Any solid objects, such as glass, plastic, metal, wood, sand, soil, gravel, clothing, fabric scraps, cigarette butts, etc.
  • Cleaning products and detergents that are non-biodegradable or not environmentally friendly, including chlorine- or ammonia-based chemicals and those containing phosphates.
  • Condensates from air conditioning units.
  • Gauze, bandages, syringes, blood, medicines, toxic, radioactive, infectious, or hazardous substances from medical, laboratory, and other processes.
  • Toxic or hazardous substances and heavy metals (e.g. antibiotics, mercury, etc.).
  • Engine oil, grease, wax, etc.
  • Paints, varnishes, solvents, turpentine, etc.
  • Pesticides and other toxic liquids.
  • Petrol, diesel, or any petroleum-based substances, flammable materials, or explosive mixtures.
  • Industrial chemical waste with corrosive properties.
  • Rainwater.
  • Liquids or steam exceeding 65°C.
  • Sludge from wastewater treatment plants.
  • Stagnant wastewater, such as septic waste from soakaway pits or sealed tanks.

*The use of a garbage disposal unit in the kitchen is strictly prohibited.
