Announcement No. 4/2025 – Special Regulations Concerning Developments in the Sovereign Base Area of Akrotiri (SBA)

In light of implementing the provisions of the Sovereign Base Area (SBA) Policy Statement and the unique conditions that arise, the public is informed of the following guidelines to assist with development licensing procedures.

A. General Matters

1. Applications for planning permits and building permits related to developments within the SBA must be submitted via the HIPPODAMUS portal to the Limassol District Local Government Organisation (LDLGO).

2. Urban planning control is conducted by the Planning Authorities, in accordance with SBA Planning Legislation, in collaboration with the Civil Administration Offices and Law Enforcement Services of the SBA, as defined by SBA legislation.

3. Preliminary views on proposed developments may be obtained by submitting a formal request to the competent Planning Authority via the HIPPODAMUS portal of the Republic of Cyprus (RoC).

4. Details regarding the types of development allowed within the SBA can be found in the SBA Policy Statement, which includes zoning maps and land use classifications. Permitted developments, based on the provisions of the SBA Policy Statement, may include: Residential, Commercial, Educational, Tourism-related, Light industrial, Agricultural, Livestock-related developments.

5. The provisions of the Town and Country Planning (Residential Development on Plots and Plots Under Creation) Special Planning Order of 2024 (K.D.P. 322/2024) regarding the issuance of a "Certificate" for the authorisation of up to two residential units on a plot have not yet come into effect within the SBA areas.

B. Permits by way of derogation

The provisions of the SBA Policy Statement do not allow for derogations (similarly to the provisions of K.D.P. 309/99, which apply in areas under the Republic of Cyprus’ jurisdiction).

C. Hierarchical Recourse

The process for filing hierarchical recourse against decisions of the Planning/Building Authority (LDLGO) is as follows:

(a) Hierarchical Recourse Against a Decision of the Planning Authority

Hierarchical recourse against decisions of the Planning Authority (PA) is submitted to the Administrator of the British Bases. The applicant must pay the recourse fee to the LDLGO and submit the recourse, along with proof of payment, through the Civil Administration Offices of the SBA. The decision of the Administrator cannot be challenged before the Administrative Court of the Republic of Cyprus.

(b) Hierarchical Recourse Against a Decision of the Building Authority

Hierarchical recourse against decisions of the Building Authority is submitted to the Minister of Interior. The applicant must pay the recourse fee and submit the recourse to the competent authority of the Republic of Cyprus. The decision may be challenged before the Administrative Court of the Republic of Cyprus.
