Announcement No. 38/2029 - Special Exemption Orders of the Minister of Interior, issued under Article 4B of the Roads and Buildings Regulation Law

The Organization informs the public that as of  January 16, 2026, the following Special Exemption Orders of the Minister of Interior, issued under Article 4B of the Roads and Buildings Regulation Law, have come into effect:

  • Κ.Δ.Π. 15/2026: The Roads and Buildings Regulation (Setting conditions for the installation of an energy storage system and a data center at a licensed electricity generation station from renewable energy sources) Special Exemption Order of 2026.
  • Κ.Δ.Π. 16/2026: The Roads and Buildings Regulation (Setting conditions for the installation of photovoltaic systems for self-consumption purposes by small or medium-sized companies) Special Exemption Order of 2026.

It is clarified that the above constitute Exemption Decrees, based on which the building permit for the specified types of developments is considered issued, provided that the terms and conditions set out in them are cumulatively met.

The appointed experts are required, before the commencement of any work, to submit the prescribed Expert's Declaration, certifying the full compliance of the project with the terms of the Decrees and the relevant legislation. In the event that the Declaration is not submitted, the permit is not considered issued.

Until the relevant function is activated in the information system "IPODAMOS", the Declaration will be sent provisionally via email to the address: exeresi@eoalemesos.org.cy 


The above procedure remains in effect until further notice.
